Following an open procurement procedure, the Agency signed on 08/04/2024 the Framework Service Contract (FWC) EUAA/2023/162 for the provision of MedCOI medical doctors’ services. The maximum amount covering all purchases under this Framework Contract, including all renewals and reimbursement of expenses, is 250,000.00 EUR. The FWC was concluded on 08/04/2024 for a period of 12 months with the possibility of automatic renewal for up to three times for twelve months each. This FWC will be in force until 07 April 2028, however, order forms signed before this date will continue to be in force for a limited time in accordance with the relevant contractual provisions. On 05/05/2026 the remaining ceiling under this FWC was EUR 140,652.40 This consumption represents over 50% of the total ceiling in approximately 24 months. The faster consumption of this Framework contract’s ceiling is due to unpredictability and fluctuations in the number of requests sent to the contractor (the Sector never knows upfront the number of requests sent each month by Member States). Even though the needs expressed in the number of requests change on monthly basis there is a continuous overall increase in this amount as observed on yearly basis. In order to avoid a lack of continuity of this essential to the Sector service, a 50% FWC ceiling (namely by 125,000.00 EUR) increase is proposed. Considering the amount currently consumed (140,652.40 EUR ) and bearing in mind considerable 20% increase from the first year (62,858.10 EUR worth of services ordered) to the second year (77,794.30 EUR worth of the ordered services) and projections of future contract usage by 07 April 2028 marking the end of the fourth year of the FWC an increase of FWC ceiling up to 375,000.00 EUR is being requested in order to cover future needs of FWC implementation. Based on the above and in order to ensure proper coverage for planned and unplanned needs for the years 2026, 2027 and 2028, an increase of 50% of the ceiling of the FWC EUAA/2023/162 is required to ensure business continuity.
