Description

The purpose of the Services is to undertake Fare Evasion Surveys (FES) on board Public Transport Services for bus and rail across the state and determine the fare evasion rate for each of these services at the network level and at more disaggregate levels. It is an essential requirement that the results of these surveys are statistically robust and reliable. The Authority has set the number of individual FES records for each of the nine contracts listed below with the aim of achieving a sample error of no more than 1percent in each four-quarterly duration (on of a moving quarterly basis). A total of 15,200 individual passenger Fare Evasion Surveys are required to be completed per quarter, subject to review during the contract. The contracted services that will be surveyed under this agreement include the following: 1. Greater Dublin Metropolitan Area bus services (currently contracted to Dublin Bus); 2. Outer Dublin Metropolitan Area Combined North and South bus services (currently contracted to Go Ahead Ireland); 3. Dublin Outer Western Orbital Routes W4 and W6 (currently contracted to Go Ahead Ireland); 4. Dublin Commuter bus services (currently contracted to Go Ahead Ireland); 5. Regional, City, Town and Rural bus services (currently contracted to Bus Éireann and other Operators); 6. Waterford City bus services (currently contracted to Bus Éireann); 7. East Coast Commuter Corridor (currently contracted to Bus Éireann); 8. DART and Commuter Rail Services (currently contracted to Irish Rail); and 9. Intercity/Regional Rail services (currently contracted to Irish Rail).
