Description

The Ministry of Social Affairs and Housing, ID No. 521218-0610, intends to enter into agreements with private entities for security supervision and services for individuals with complex support needs in the Capital area. These individuals have complex service needs due to disability and/or illness and have been sentenced to security supervision under Article 62 of the General Penal Code, No. 19/1940. The services are intended to be made with Mannvirðing ehf and Klettabær ehf. Please note that these are not tenders but to advertise this advertisement adequately there is a requirement to log tenders. According to the proposed agreements, the private entities shall provide all necessary social and daily services, appropriate housing, as well as operate the security supervision established based on a court ruling under Article 62 of the Penal Code. A specification of requirements is available, outlining how said services shall be provided. The service provider must have a valid operating license issued by the Quality and Supervisory Authority of Welfare. The main objective of the proposed agreements is to ensure that individuals who require security supervision pursuant to a court ruling receive it along with appropriate services, based on their individual needs and in accordance with the Municipalities’ Social Services Act, No. 40/1991, and the Act on Services for People with Disabilities with Long-Term Support Needs, No. 38/2018. The safety of the individuals and others shall be ensured, and the services shall promote positive progress for the clients under security supervision, with the guiding principle that placement in security supervision is temporary for them. Originally, the contract was made for one year, as a new law was being processed by Parliament. A new Act on the implementation of security measures will enter into force on April 1, 2027, and the agreements will then be transferred from the Ministry to a new institution, Miðstöð um öryggisráðstafanir. Considering the success of current arrangements, where systematic efforts are being made to reduce clients‘ services and security measures, in addition to the fact that a new security building will not be built within the next few years, an agreement will now be made for three years. The agreements will therefore be valid until the end of 2029.
