The current contract for the operation of the condom distribution scheme expires on 31 December 2026. The Norwegian Directorate of Health (the Contracting Authority) intends to award a new contract for the scheme from 2027 onwards. Launching a competitive procurement procedure with contract commencement on 1 January 2027 could provide the incumbent supplier with a significant competitive advantage due to the limited time available for implementation. The Contracting Authority therefore wishes to ensure that potential suppliers are afforded sufficient time to establish the necessary ordering, supply and distribution solutions, so that implementation time in itself does not determine which suppliers have a genuine opportunity to compete for the long-term contract. At the same time, the Contracting Authority must ensure the continued distribution of condoms and lubricant until a new contract can be implemented. The Contracting Authority therefore intends to extend the current contract with the incumbent supplier for a transitional period of eight months, with a maximum value of NOK 11.5 million excluding VAT. The transitional period will ensure continuity of supply while at the same time facilitating genuine competition for the long-term contract.
