The need and framework conditions at the plant. The municipality ́s existing sewage treatment plant has shown inadequate treatment ability connected to BOF5 and KOF. The system has sufficient hydraulic capacity, but lacks the necessary purification effect to fulfil the requirements for secondary purification. The treatment plant serves approx. 6,500 pe and handled approx. 450,000- 500,000 m³ sewage in 2025. The municipality therefore needs a system that can quickly increase the purification effect, at the same time that the existing installations can be continued and optimised in a transition period. The municipality ́s need is functionally and operationally justified. The system must be able to handle varying amounts of water and loads, have high hydraulic capacity, low area need and preferably be established without a new permanent building or comprehensive reconstruction of the existing treatment plant. Furthermore, it is necessary that the system is movable, scaleable and module based, so that the municipality can adapt the placement and capacity if the operational conditions or need change. The system must also have self-cleaning mechanical filtration, integrated management, continual process monitoring and data collection. This is necessary in order to ensure stable cleaning effect and to give the municipality a better actual basis for further operation and any new future cleaning requirements. It is of significant importance that the solution can be established quickly. Renasys Solutions AS has stated that the actual module is available for delivery and can be installed as an addition to the existing treatment facility without the establishment of a new permanent building or comprehensive alterations. This separates the solution from alternatives that will require engineering design, construction, special adaptation or new development before they can be used. The short establishment period is central because the municipality needs an operative system that can quickly contribute to increased purification effect and thus to fulfil the current treatment requirements. Market surveys and technical assessments. The municipality has carried out market surveys to clarify whether other suppliers can cover the need together. The surveys have included searches in open sources and procurement databases, dialogues with other municipalities with equivalent needs, dialogue with Norsk Vann and special market assessments carried out by an external professional consultant. The municipality has assessed permanent treatment facilities, mobile emergency installations and container based systems. The market surveys show that there are suppliers of such solutions, but the municipality has not identified other suppliers who can deliver a total system that covers the municipality ́s need for capacity, cleaning effect, flexibility, portability, self-cleaning, integrated management, data collection and integration with existing installations without significant adaptation or new development. The conclusion from the market survey carried out from an external professional consultant is that Renasys Solutions AS is the only identified supplier who can offer a combined module based system that covers the municipality ́s total need. The system is based on a technical combination of mechanical filtration with fine filter technology, active process regulation, suppression on the outlet side of the sieve, self-cleaning, sensory, camera and data based systems for process monitoring, automated control and modular container based structure that can be moved. The system also has sieve/filter cloth with openings down to 5 micrometers. Based on the municipality ́s assessment, the interaction between these functions and not individual components isolated, which means that the system covers the municipality ́s needs. A system based on the assembly of individual components from other suppliers will, according to the municipality ́s assessment, require considerable engineering design, special adaptation, integration work and new development. Such a system will not be able to cover the municipality ́s need for a quickly available, operative and integrated additional system in this phase. The municipality therefore considers that such alternatives do not constitute reasonable or real alternatives to the service that the municipality needs. Intellectual Property Rights Furthermore, central parts of Renasys' system are illuminated to be protected by patents and other intellectual property rights. This applies, among other things, to the design and function of the modules, the interaction between mechanical purification, control and data collection, as well as system architecture and operative functionality. The municipality ́s assessment is that other suppliers cannot deliver equivalent combined functionality without developing an alternative system and without a risk of intervention in rights belonging to Renasys Solutions AS. Flexibility and future benefit The system ́s scalability and modular structure are particularly relevant as it gives the municipality the flexibility to continue and optimise the existing treatment plant. The procurement also facilitates collection of operational and process data that can be used for assessing future measures for sewage treatment. This reduces the risk that the municipality must carry out a major permanent development and to a greater degree can continue to use the existing treatment facility with adaptations.
