Invitation to market dialogue for OPS 400 nursing home places Background and purpose Oslo municipality c/o the Agency for Nursing Homes is preparing for the procurement of approx. 400 new nursing home places and up to approx. 700 nursing home places that shall be implemented by 2035 through long-term hire and service agreements. The procurement shall facilitate the development, construction and long-term renting of nursing homes, combined with the provision of health and care services. Relevant tenderers are expected to offer suitable sites or existing locations. As part of preparation of the procurement, the Agency for Nursing Homes invites tenderers, property actors, contractors, service providers, non-profit entities, financial actors and other relevant market participants to a joint market dialogue meeting. The objective of the dialogue is to get the market ́s input on how the procurement and competition ought to be adapted to ensure good competition, realisable projects, suitable locations, high quality of the services and robust solutions over the lifetime of the contract. The input will be included in the Agency for Nursing Homes' further work on planning and implementing the procurement. Time and place Date: Tuesday 3 November 2026. Time: 12:00-14:00 Location: Oslo. Further information on the meeting place will be sent to registered participants. Provisional themes for the dialogue The Agency for Nursing Homes particularly wants the market ́s input on: * the market's interest in and capacity to participate in the procurement * relevant collaboration and supplier constellations between property actors, contractors and service providers. * access to suitable sites and locations, geographical dispersion and developmental maturity * suitable size and capacity for each nursing home * competition model, qualification requirements, award criteria and documentation requirements * feasible progress for the development, regulation, engineering design, construction and start-up of the hire and services period. * function based requirements for building and services * technology, innovation, digital infrastructure and the need for elastic and flexible buildings * long term flexibility with changes in technology, service content, patient needs and work forms * Price and remuneration models for hire and service provision * risk distribution, financial eligibility and lifetime economy * other conditions that may affect the competition or feasibility. The topics are based on the project ́s identified need for market testing, including location and geographical dispersion, remuneration model, technology, flexibility, risk and comparability between the tenders. Execution The dialogue meeting will consist of a general presentation of the need, the project and the provisional facility of the procurement, followed by questions and dialogue with the market. The Nursing Home Agency also plans to hold individual meetings with interested actors in week 46. Further information on registration for individual meetings and any written documentation will be given in connection with the dialogue meeting. The Agency for Nursing Homes can limit the number of participants from each organisation if necessary for practical reasons. Reservations The market dialogue is part of the preparation for a possible coming procurement and it does not involve any obligation for the Agency for Nursing Homes to carry out the procurement in a certain way. Participation does not give any advantages in a later competition, nor is it a prerequisite for participation in the competition. Information and input received through the dialogue can be used in the formulation of the procurement documents, with the aim of optimising the procurement.
