Description
This voluntary transparency announcement in accordance with Article 4.16 of the Public Procurement Act 2012 concerns Alliander N.V.'s intention to enter into a framework agreement with Van Gelder Kabel-, Leiding- en Montagewerken B.V. for Alliander's relinen gas work package with a total term of six years, using the negotiated procedure without prior notification pursuant to Article 3.36(1)(c)(2) of the Dutch Public Procurement Act 2012. Background and objective In relining, the inside of a gray cast iron gas pipe is renovated with a glued sleeve. Alliander intends to reline grey cast-iron gas pipes when traditional remediation is not preferred (e.g. in densely urban areas). This ensures less environmental nuisance and higher productivity. Reason for voluntary transparency in advance Alliander N.V. intends to enter into a framework agreement with Van Gelder Kabel-, Leiding- en Montagewerken B.V. for Alliander's relining gas work package with an initial term of four years and two one-year extensions by means of the negotiated procedure without prior publication pursuant to Article 3.36(1)(c)(2) of the Public Procurement Act 2012. The total term of the intended agreement is therefore six years. Market research by Alliander has shown that Van Gelder Kabel-, Leiding- en Montagewerken B.V. is the only party that can implement this work package in the foreseeable future and also meet Alliander's requirements and specifications and has the right qualifications. These are necessary to guarantee quality and safety. Technical and operational requirements For the implementation of the Relinen Gas work package, Alliander sets requirements arising from the critical nature of the gas infrastructure, the scope of the work package and the required continuity of the remediation task. The contractor must, among other things: • have demonstrable experience in relining grey cast iron gas pipes using the seamless sleeving method; • have proven knowledge of the Dutch gas network and the associated safety and quality requirements; • have the certifications, powers and safety qualifications required for the work (NTA 8032:2016 NL, VIAG designation, or comparable qualifications); • to be able to carry out the work in the short term and on a national scale within Alliander's service area; • have a sufficient number of qualified personnel to be deployed immediately, specialised equipment and an established implementation organisation for relining work with a seamless stocking; • be able to demonstrate the ability to achieve the required production numbers and capacity demand in the short term; • to meet the requirements with regard to quality assurance in accordance with CKB and ISO 9001:2015 (or equivalent) and to provide revision data in accordance with the WIBON and Liander's 'Aanlevereisen ondergrondse revisie v2.4' included in Appendix G.1.1. (see Mercell for download); • Diameters of the pipes to be provided with a seamless sleeve by means of relining: DN 150 / DN 200 / DN 250 / DN 300 / DN 400 / DN 600. No reasonable alternative or substitute The market research carried out by Alliander has shown that several market parties are interested in relining work. At the same time, it has been established that only one party currently has the demonstrable combination of required experience, available capacity, operational structure and qualifications. This party also has the immediate availability to carry out the entire work package within the set conditions. On this basis, Alliander concludes that there is currently no reasonable alternative or substitute available that can meet the technical and operational requirements of the work package in a timely manner. Objection If you object to the intended award of the contract to Van Gelder Kabel-, Leiding- en Montagewerken B.V., or if you believe that the aforementioned award wrongly relies on an exception to the procurement rules, you may make your objections known by initiating summary proceedings (kort geding) within twenty (20) calendar days of the date of publication of this notice. If no such proceedings are initiated within this period, the agreement described above may be concluded and such objections can no longer result in the annulment or invalidation of the agreement.
