ABOUT THE MARKET DIALOGUE The contracting authority, NORCE Research AS, is in its early phase mapping the market for Security Operations Center (SOC), with the intention of a possible procurement in 2026/27. The objective of this Request for Information (RFI) is to obtain insight into the market's tenders and development, including how SOC services are designed, provided and priced. The contracting authority would also like input on how appropriate requirements, award criteria, contract terms and commercial models can be designed in a future competition. The received information can be used as a decision basis and as a support in the further work on procurement strategy and design of the tender documentation. The contracting authority would like open and reflected input from the market. All questions are not expected to be answered in full, and tenderers are encouraged to respond to the topics they find most relevant. Supplementary inputs, experiences, considerations and proposals – also beyond the stated questions – will be received with interest. The contracting authority is particularly interested in identifying developments, solution alternatives, innovation and other conditions in the market that it can be challenging to uncover through traditional information acquisition. Tenderers are therefore encouraged to share perspectives and experiences that can contribute to increased insight and a better basis for any future procurement. The contracting authority reserves the right to invite one or more tenderers to follow-up dialogue meetings or presentations in order to deepen the submitted responses and gather further insight. Any such dialogue meetings will be included as a part of the market dialogue and are not binding for either the contracting authority or the suppliers. Submitted answers are not binding. The contracting authority will treat all input and information received through the RFI confidentially to the extent that the current regulations allow it. Information shared in the market dialogue will not be made available for other suppliers, and the contracting authority will not forward supplier specific information, business secrets or other tender sensitive information that is exempt from public disclosure. Participation in this RFI, or any subsequent dialogue meetings, is not a prerequisite for participation in any later competition. The contracting authority requests that replies to this RFI are uploaded as an annex. The questions that are requested are described in the attached document.
