NMBU intends to enter into a contract for the procurement of a MIRO MGA analyzer with Bruker Nordic AB. The gas analyzer will be used in an international research collaboration aimed at comparing nitrogen turnover and nitrogen losses across experimental sites in several countries. A fundamental requirement of the project is that the data collected at the different sites must be directly comparable. As part of the project's methodology, a common measurement platform has been established at the reference site SmartField in Denmark. This site uses a MIRO MGA analyzer, and the project's measurement protocols, calibration procedures, data-processing workflows, and quality assurance systems have been developed around this platform. To ensure scientific comparability between sites, the analyzer must be compatible with the existing reference platform in terms of: optical measurement technology; spectral processing and data analysis; software and data-processing workflows; calibration protocols; and operation, maintenance, and technical support. The use of an alternative instrument platform would mean that measurement data could not be directly compared with data from the reference site without introducing significant methodological uncertainty. This could compromise the achievement of the project's research objectives and reduce the value of the data collected. The proposed instrument (MIRO MGA10-GP C2 NO III) enables the simultaneous measurement of N₂O, NH₃, NO, NO₂, CH₄, CO₂, O₃, OCS, and H₂O on a single platform and within the same measurement system. This is the configuration on which the AgNUE collaboration is based. In light of the project's requirements for standardization and compatibility with the existing reference equipment, NMBU considers that only one supplier can meet the functional requirements. NMBU therefore considers that the conditions set out in Section 13-4(b)(2) of the Norwegian Public Procurement Regulations (FOA) are fulfilled. Any objections to the intended contract award must be submitted to the contracting authority by email to innkjop@nmbu.no no later than 28 October 2026.
