The Arts Data Bank is a gross financed department under the Ministry of Climate and Environment. Artsdatabanken is considering announcing a tender for an external review of the IT portfolio. We would like to discuss with the market whether the descriptions of the assignment seem recognisable in the market and how costly such an assignment is. The market dialogue will be held through a digital meeting Wednesday 14 May 0900-1000. The draft for the notice will be sent as registered at the latest on Monday 11 May. After the meeting, five 30 minute meetings have been set aside with individual tenderers. Registration for an individual meeting can take place at the same time as register for the market dialogue. Individual meetings will be awarded on a first come, first served principle. Registration shall be sent by sending an email to the postmottak@artsdatabanken.no. The Arts Data Bank has, via the Digitalisation Council, received a recommendation to carry out an external review of the IT portfolio. • What does it cost to manage and further develop the different systems? • Where can you have internal operational advantages by thinking about consolidation and reuse? We would like an as-ice mapping of the technical solutions, with a focus on cost picture in money and personal resources, and technology/architectural choices. Are there changes we can make to be better rigged for the future? The majority of the systems in the portfolio are developed by the Arts Data Bank. We envisage that the following deliveries from an external supplier can be useful: • Mapping the services in the cloud infrastructure. I.a. visual overview of our services, with connections and dependencies between them. • An assessment of technical choices for infrastructure and cloud systems. • An assessment of infrastructure costs and what we can possibly do to reduce costs • A calculation of the development costs? • An assessment of resource use for managing the portfolio we have • Plan for liquidation of services that have been decided to discontinue or have been assessed for liquidation. • Assess vulnerability connected to the choice of cloud suppliers connected to security problems. The Arts Data Bank invites potential suppliers to a dialogue on how the procurement can best be arranged. Central themes we would like dialogue around include — o If the notice is sufficiently detailed in order to submit a tender. o Whether the frame of the notice is realistic. o If the evaluation criteria facilitate fair competition.
