Description

The Norwegian Defence Estates Agency shall procure and implement a new KGV and KAV system that shall support the Contracting Authority's objective of uniform and data driven procurements. The new KGV and KAV shall contribute to covering the Norwegian Defence Estates Agency ́s need to implement procurements in accordance with legal and regulation requirements. The aim is to use a system that, to the greatest possible degree, contributes to fully electronic case handling. This will be from planning and preparation of strategy and tender documentation, to awarding of contract and further contract follow-up. The system ought to facilitate to the greatest possible degree to make the procurement work more efficient and it should contribute to digitising the procurement function in The Norwegian Defence Estates Agency. The contracting authority would like a user friendly system that can support efficient processes, be scalable and ensure security and privacy in a good way. The Defence Sector (the Ministry of Defence and the Ministry of Defence ́s underlying agencies) and the National Security Authority (NSM) are participants in the contract and can order standard functionality/off-the-shelf TMS and CAS by using the option. The Ministry of Defence ́s underlying departments are currently the following: The Norwegian Defence Estates Agency' Defence Materiel Agency's Research Institute, The Norwegian Defence History Museum, The Norwegian State's classified platform services.
