De aanbesteding vindt plaats als een niet-openbare procedure op grond van het ARN2016 Deel II alsmede de Europese als oproep tot mededinging gepubliceerde Erkenningsregeling ProRail (EP2019), branchedeel Ingenieursbureaus.
