The general objective of the procurement was to enter into a framework agreement to ensure that UDI can meet political decisions as regards: The start phase of the receipt of the transfer refugees who have Norway decided to receive occurs in an appropriate manner (OFF). Asylum seekers return, and in some cases are escorted, voluntarily/assisted to their homeland (Recycling unit RTE). In both cases, activities at Oslo Airport shall be efficient and take care of all considerations, both formal and human. Particularly assisted returns shall ensure that there is sufficient capacity so that a lack of resources in this phase does not prevent returns from being carried out. The procurement was carried out in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) FOR 2016-08-12-974. part I and part IV.
