The consultant agreement shall cover the provision of technical services in support of DSA ́s core functions within regulatory work. The work shall include reviewing and assessing technical documentation and support for DSA in connection with inspections. There are three nuclear plants in Norway: the research reactor facilities in Kjeller and Halden, and the combined landfill and storage facility for low and medium radioactive waste in Himdalen. In 2018 the Norwegian government established a new government organisation, Norsk Nukleærdekommisjonering (NND), which will take over all Norwegian nuclear power plants in Kjeller, Halden and Himdalen from the original operator, Institute for Energy Engineering (IFE). NND will be responsible for the operation of the nuclear installations, the production of them and the handling of radioactive waste and used core fuel. So far the nuclear power plant in Halden has been transferred from IFE to NND, and the other two installations are close to being transferred. Before the shutdown can start, there are a number of processes that must be completed so that the operator(s) shall be able to make changes in the installations in a safe and responsible manner, and for the regulation authority (DSA) to be able to approve changes in accordance with regulations and international standards. In preparation for the liquidation and during the shutdown, there will be a need to establish a new waste handling facility, including plans for a US-developed mobile melt consolidation facility (MMC). The procurement is covered by the Security Act and reflected in the contracting authority ́s requirement specifications and security requirements.
