The Norwegian Directorate for Culture (Kulturdirektoratet) administers five subsidy schemes to strengthen the language, culture, identity, and self-organization of national minorities. The national minorities in Norway are Kvens/Norwegian Finns, Forest Finns, Romani people/Taters, Roma, and Jews. These schemes are key instruments for active civic participation and the strengthening of language and culture. On behalf of the Ministry of Local Government and Regional Development, the Directorate for Culture is now issuing a tender for an external evaluation of these schemes. The purpose of the evaluation is to gain knowledge about whether, to what extent, and in what way the subsidy schemes contribute to achieving the established goals, and how they can potentially be further developed to better strengthen national minorities' language and culture.
