Description

The Department of Computer and Systems Sciences (DSV) at Stockholm University, through SPIDER, is coordinating iPRIS (ICT Policy Regulation Institutional Strengthening), an initiative co-financed by the European Union, Sida and Luxembourg Aid & Development. iPRIS is a Team Europe Initiative aimed at strengthening telecommunications regulatory capacity in Sub-Saharan Africa. The project provides enhanced opportunities for knowledge exchange and capacity-building activities within the telecommunications sector between Europe and Africa, as well as among African countries. This contributes to improved inclusive access to and use of meaningful connectivity, thereby creating digital opportunities and supporting Agenda 2030 and the Sustainable Development Goals through enhanced socio-economic opportunities for all. iPRIS involves National Regulatory Authorities (NRAs) in 43 Sub-Saharan African countries and four Regional Regulatory Organisations (RROs), as well as NRAs in EU Member States. In addition, the initiative involves a broad range of stakeholders, with Stockholm University (SPIDER/DSV) acting as the coordinating institution. iPRIS consists of two workstreams. Workstream 1 focuses on capacity building for the NRAs, while Workstream 2 focuses on capacity building for the RROs. This procurement is intended to support assignments under Workstream 2 and covers five Tender Areas within the field of electronic communications. The RROs play a key role in advancing the harmonisation of regulatory frameworks and practices across Sub-Saharan Africa. Through the implementation of their strategic plans, the RROs have the capacity to develop guidelines, recommendations, common positions, best practices and methodologies that collectively contribute to legislative harmonisation within their respective regions.
