Description

RFI (request for information) - Market survey prior to the notice of competition for the procurement of courses and conference services. The Norwegian Labour Inspection Authority requires courses and conference services in cities/urban developments/places nationwide. On average we purchase such services for approx. NOK 8 million including VAT per annum. The services include day packages with and without overnight stays. The number of participants to our courses and conferences will often be reduced from the date of booking, to the implementation of the event. This can result in considerable costs connected to the no-show fees (on average approx. NOK 80,000-100,000 including VAT per annum). As public procurements are made with taxpayers' money, we want to do our utmost to ensure that our purchasing is efficient, so that taxpayers get the most out of their public services. The Norwegian Labour Inspection Authority strives to reduce no-show fees, both through internal routines for ordering services, but also with the help of more customer-friendly cancellation and reduced deadlines. We would like feedback from the market for our proposal for these deadlines through this market survey. Is our proposal something that the market can cater to? If not, what are proposals for percentages for days to the event start per participant level? And do you think that cancellation and reduction deadlines can be used as an award criterion? We request that you fill in and submit the attached document by 03.07.2026 (17:00). Information on pending enquiries: The tender contest for the procurement of cources and conference services is planned for the end of August, with the start of the agreement at the beginning of December. It is planned to enter into a framework agreement with several tenderers per sub package and geographical area, with call-offs in the form of direct call-offs according to the method of surging.
