Broederlijk Delen and Studio Globo invite tenders for the final external evaluation of their joint programme System Change for Sustainable and Just Societies (2022–2026), funded by the Belgian Directorate-General for Development Cooperation and Humanitarian Aid (DGD). The programme is implemented in eleven partner countries (Bolivia, Burkina Faso, Burundi, Colombia, Democratic Republic of Congo, Guatemala, Haiti, Palestine-Israel, Peru, Senegal and Uganda) and in Belgium. It consists of fourteen programme outcomes covering three interconnected domains of change: * sustainable food systems and natural resource governance; * global solidarity, citizenship and movement building; * political voice, participation and policy influence. The primary purpose of the evaluation is accountability. The evaluation will assess the effectiveness of the programme by examining the extent to which the intended outcomes have been achieved, the programme's contribution to the changes described in its Theory of Change, and the factors that enabled or constrained the achievement of results. The procurement procedure is organised as a single public procurement divided into three lots: * Lot 1 – Africa and Haiti: Burkina Faso, Burundi, Democratic Republic of Congo, Haiti, Senegal and Uganda; * Lot 2 – Latin America: Bolivia, Colombia, Guatemala and Peru; * Lot 3 – Belgium and Palestine-Israel: the three Belgium-based outcomes and the Palestine-Israel outcome. Tenderers may submit a tender for one, several or all lots. Each lot constitutes a separate evaluation assignment and may be awarded independently. The total maximum budget for the procurement is EUR 210,000 (VAT excluded), divided indicatively as follows: * Lot 1: EUR 90,000; * Lot 2: EUR 70,000; * Lot 3: EUR 50,000. The successful evaluator(s) will be expected to prepare an inception report, conduct the evaluation using an appropriate methodology, produce concise evaluation reports for each outcome included in the awarded lot(s), and facilitate sense-making workshop(s) with relevant stakeholders. The evaluation will be carried out between October 2026 and May 2027, with final evaluation reports to be submitted by 20 May 2027 in order to comply with the regulatory deadlines applicable to the programme.
