Gegenstand der auszuschreibenden Rahmenvertragsleistung sind die vergabe-, vertrags- und zuwendungsrechtlichen Beratungsleistungen für den "Neubau des Beschleunigerzentrums Facility for Antiproton and Ion Research (FAIR)" in Darmstadt. Der Rahmenvertrag des bisher tätigen Auftragnehmers läuft in Kürze aus. Aufgrund der Komplexität und des Umfangs des inzwischen weitgehend fertiggestellten Projektes soll zur Unterstützung des Auftraggebers ("AG") die vergabe-, vertrags- und zuwendungsrechtliche Beratung erneut ausgeschrieben werden. Ebenso sollen die ausgeschriebenen Leistungen an den Projektverlauf angepasst werden.
