Porsgrunn, Bamble and Drangedal municipalities intend to enter into a contract with Norkart AS for the delivery of a property tax trade system without a prior competition. Kragerø municipality will have an option for this contract. The trade system is a complete system (delivered as a cloud service) with tools that support all necessary processes. The trade system shall be integrated with the municipalities ́ finance system and case/archive system, as well as have automatic updating of data from, among other things, the land register and other relevant registers. The trade system shall be used online on mobile units and it shall be able to use both applicable valuation guidelines as well as the possibility to use the Norwegian Tax Administration ́s basic data. The municipality needs that the chosen trade system has functions for property taxes for residential, leisure and commercial properties, with tools that support all the necessary processes from planning/site inspection/inspection to printing the property tax. Grenlandkommunenes Innkjøpsenhet has, in cooperation with Porsgrunn, Bamble, Drangedal and Kragerø municipalities, examined the market, i.a. through a market dialogue, and concluded that only KOMTEK from Norkart AS has a complete solution that fulfils the municipalities ́needs.
