The subject of the procurement consists of the provision of services for the analysis, design, development, testing, integration, training, and initial maintenance of the information system for the government portal dedicated to civil service positions subject to competitive recruitment (hereinafter referred to as the "e-Cariere System"). This system will support the recruitment process for operational civil service roles within the central public administration, in accordance with the model approved via the State Chancellery’s Concept (Order No. 278 of September 11, 2025). The procurement covers: ● rewriting and publishing the public portal on the *cariere.gov.md* domain (front-end, back-end, API), in accordance with Point 1 of the approved Concept; ● developing new modules for general testing, QR-coded digital certificates, position-specific competition management, and reporting; ● fully implementing the Unified Design Model (MUD) across all user interfaces; integration with MPass, MSign, MNotify, MCabinet, MConnect, MCloud, MPower, MLog (where applicable) and with state registers via MConnect and data.gov.md; ● integration with the integrated government application EVO (delivery of certificates/qualification records and their statuses) and with the document hosting and sharing platform (MDocs) for generating the document format of certificates and attaching documents by reference; the e-Cariere system delivers data and documents to EVO/MDocs; ● full compliance with the Government Technology Stack v2.0 (Golden Path or Accepted Alternatives); ● fulfillment of all acceptance criteria from the Acceptance and Governance Framework v3.1, in accordance with the Checklist (Annex B); ● execution of Exit Strategy procedures (independent deployment, data sanitization, handover of credentials); ● delivery of complete documentation, user training, and support during the warranty period.
