The State Laboratory has a requirement for an Inductively Coupled Plasma Mass Spectrometry (ICPMS) system with a fully integrated autosampler and autodilution system and a High Performance Liquid Chromatography system capable of speciation, all controlled by the same instrument control software. The instrument is required for the quantitative analysis of macro and trace elements in a variety of feed matrices. The system must be capable of determining undesirable elements within established maximum limits as per Directive 2002/32/EC Market research undertaken by the State Laboratory shows that there is only one instrument with the required integrated auto-dilution system and HPLC system for speciation analysis which are all controlled using the same software as the ICPMS itself. Competition is absent for technical reasons which is a case provided for in Section 2 (b) (ii) of Article 32 of Directive 2014/24/EU.
