La présente consultation concerne des prestations de travaux concourant à la réhabilitation du bâtiment "Cité culturelle" de l'Etablissement public de santé Barthélemy Durand. Il s'agit de donner naissance à un tiers-lieu, ou lieu culturel hybride, en plein coeur du site d'hospitalisation d'Etampes : « La cité culturelle ». Le lieu doit attirer patients, personnels et habitants du territoire afin qu'ils participent à la vie culturelle de l'hôpital. Le tiers-lieu doit participer à la déstigmatisation de l'hôpital psychiatrique et lui permettre de s'ouvrir sur la ville : les ateliers ou activités pourront dans certaines conditions, accueillir du public extérieur à l'hôpital, des artistes en résidences, et accueillir des manifestations privatives ou évènementielles. L'opération prévoit une réhabilitation du bâtiment dans l'emprise actuelle avec une surface de 1371 m2
