Helse Førde Health Trust intends to make a direct procurement of Hamilton 4 T1 transport respirators. A procurement contract will be signed with Medidyne AS, as well as an accompanying framework agreement for equipment dependent consumables. The contract also includes options for both 4 Hamilton C1 and 1 Hamilton MR1. The procurement has been started based on a replacement need where 4 transport respirators must be replaced due to an advanced age. Safety: When using different platforms for critical medical equipment, such as transport respirators, considerable safety risks can occur for patients, even in daily operation. In order to ensure a seamless transfer of respirator patients between local hospitals and internal movement between intensive care and other departments, it is crucial for transport that the respirator has the same user interface as the existing respirator park (Hamilton). This allows for quick and safe transmission of patients. Different respirators have different platforms and user interface, which can lead to confusion, wrong use and delays in lifesaving treatment. Transporting intensive care patients is already challenging and we would therefore like to avoid having different equipment for the same purpose in order to reduce the risk of user errors. Uniform equipment minimises the risk of errors and increases efficiency in critical situations. Improper use can lead to serious complications and potential deaths. In stand-by situations such as pandemics or other crises, it is necessary that all equipment is known to personnel. Standardisation: The remaining equipment of respirators in Helse Førde (Førde Central Hospital, Lærdal Hospital and Nordfjordeid Hospital) is from Hamilton. After the replacement there are no respirators of other brands in daily operation at Helse Førde. In order to ensure patient safety, it is decisive to use uniform platforms that are similar to the existing respirators. Training: With up to approx. 150 employees who want to use the transport conspirators irregularly, it is decisive to have a standardised platform in order to provide reliable training and maintenance of training to both users and service personnel. Training on different types of equipment will require significantly more time and resources and will result in an increased risk of improper use. By having a uniform platform, the training can be streamlined, ensuring that all users are comfortable and competent with the equipment. This is particularly critical in emergencies, where correct and rapid use of respirators can determine patients' health. The contracts will be signed without a prior competition notice as, according to what the contracting authority knows, there are no other suppliers of the concrete transport respirator from Hamilton. Pursuant to the procurement without competition is the Public Procurement Regulations § 13-4 letter b. 2. An intention notice is published in accordance with the provision in § 21-5. The contract will be signed 10 days at the earliest after an intention notice has been published.
