With this Prior Information Notice (PIN), Elia wants to share its plans around the Power System Model Product and better understand what the market can offer. At this stage, we are not yet defining a fixed solution, but rather exploring possible approaches, tools, and experiences available. The main goal is to gather input from potential suppliers on how they would tackle this type of challenge, what solutions already exist, and what has proven to work well in comparable contexts. This will help Elia validate its direction, sharpen its requirements, and make more informed choices before launching a formal tender. For Elia, this step is important to reduce risk, avoid overlooking relevant solutions, and ensure that the future procurement is realistic and aligned with what the market can deliver. Elia currently relies on multiple grid data models to support critical decisions such as investments, maintenance, market operations, and safety. The organization is moving towards a more harmonized and integrated approach to managing grid data models, reducing fragmentation and improving consistency, ownership and decision making across use cases As the energy landscape evolves—with rapid electrification, increased renewable integration, and growing network constraints—the need for accurate, scalable, and harmonized data models becomes more critical. The size and complexity of the grid model are expanding significantly, both domestically and through cross-border interactions, while the number and frequency of calculations continue to grow. To address these challenges, Elia is transforming its data management approach through the Asset Lifecycle Data Optimization (ALC DO) program and a shift towards product-based data ownership, including the development of a Network Model Product. The objective of the Power System Model Product is to enable a unified, high-quality, and scalable model that consolidates and exposes electrical parameters required for system calculations. This model will ensure consistency, support a wide range of operational and analytical use cases, and act as a certified master data source for key elements such as system resources, operating states, and limits—ultimately enabling faster, more reliable, and data-driven decision-making.
