This amendment requires the repetition of technical assistance services similar to those already entrusted and supporting the fulfillment of the same objectives of the original contract. As announced in the original contract notice, and within the maximum ceiling foreseen for subsequent services (50% of the initial contract), new services or works consisting in the repetition of similar services or works may be entrusted up to 50% of the initial contract to the initial contractor by negotiated procedure without prior publication of a contract notice. The new version of the TOR expands the facility’s operational scope by introducing a dedicated "Panama Window", while maintaining the same demand-driven delivery model and the same categories of outputs and services already provided under the contract (technical assistance and expert advisory services, analytical work and studies, coordination and stakeholder engagement, and communication/visibility support aligned with EU requirements). The amendment therefore covers additional assignments that replicate these services, but with Panama-specific focus and prioritization under the guidance of the Contracting Authority.
